Applocale
once you have it, install it.
run it
Click on "Browse" and find the proper exe depending what you doing either trying to play or install and click on "OK" when you find your file and then click "NEXT"
click on the japanese language option which USUALLY the last one (look at what is highlighted in the picture!) and once you choose it click "NEXT"
click on "finish" and your are done.
