Because the laws of censorship is vastly different than our own in japan. In japan, they are very lenient on toplessness (they can have magazines and manga, etc, in full public view with exposed breasts), but they are very strict about male and female reproductive genetalia. Its just always been that way for many many years, and they're not gonna change. Some japanese porn companies get around that somehow, although I would love to find out how.

As far as i know all the JAP cencored AVs are the legal pubilshed Adult Video which mean the producer and the publishser pay and registered their AVs >>> Their casts are Adult Video Idols. However, the uncencored one is illegal Video and most likey the actress or actors are sluts or prostitute. This kind of video most likely are made areound the Osaka area .

2.) Online only release, no physical copy = not on japanese soil, virtual space isn't covered under the law.

Another site left me under the impression that if they want to do true hard core they go to another country, say... the phillipines? or taiwan, flights there are fairly cheap from japan. So if you want a to do a film with say, Maria Ozawa in it, you fly her over to the islands or somewhere nearby, shoot your scene, and fly her back. Probably only costs about 500 bucks american for a weekend trip to the islands or thailand.

In a basic sense, that's exactly what it is. It's a live action remake of the anime Tsumamigui (need to be registered to view Adult content on AniDB)

I'm normally not into JAV, but I may get this one because I saw the anime a long time ago, and the anime was cute. Tsumamigui translates roughly as Wife Eater (which was the name the anime was released under in the US).
